The QASRS Basic Security Training Certificate Course (Qualifications Framework Level 1) is the only officially recognised security licence course in Hong Kong, commonly known as the “QAS Certificate Course” or “QAS Security Course.”

Upon completion of this security training course, candidates will meet the basic requirements for applying to the Hong Kong Police Force for a Security Personnel Permit (Blue Card / SPP). The course spans 2 days (16 hours of instruction + 1 hour of examination), and complies with the regulations set out under Cap. 460 of the Laws of Hong Kong — the Security and Guarding Services Ordinance.

HKSSC’s security certificate course is personally taught by instructors with former disciplined services backgrounds (Hong Kong Police Force / Counter Terrorism Response Unit), or by senior instructors with over 15 years of hands-on security management experience. FAQ

If I want to become a security guard, is it mandatory to obtain a security certificate?
You are required to obtain a Security Personnel Permit. To obtain the permit, applicants must demonstrate “proficiency in security work.” One of the requirements is that the applicant must have passed the final examination of a security training course recognised by the Authority within one year prior to the application.
Upon completion of the QASRS Basic Security Training Certificate Course, you will be awarded the QASRS Certificate (Qualifications Framework Level 1), which can be used to apply for security work.
The course is open to anyone who is aged 18 or above, holds a Hong Kong Identity Card, intends to work in the security industry, and possesses a Primary 6 education level or equivalent.

QASRS is the full name of the system. There is no difference in qualification between QASRS and the former name QAS.

The QASRS Basic Security Training Certificate Course consists of 16 hours of instruction, conducted over two days. After completing the 16-hour course, students are required to sit a 1-hour written examination. Upon passing, the QASRS Certificate will be awarded.
Holders of the QASRS Security Certificate are eligible to work in various security roles, including: venue security, event security, control room security, and more. Furthermore, holders may pursue additional higher-level industry qualifications, such as security systems engineering, close protection bodyguard, and armed escort services.

HKSSC’s tuition fee refund policy is as follows:

Refunds must be processed in person at the centre before the commencement date of the course. Please bring appropriate identification and proof of payment. Upon verification, refunds will be issued in cash.

An administrative fee of 30% of the total amount (rounded to the nearest ten) will be deducted from all refunds.

Telephone requests for absence on the day of the course will not be accepted as grounds for a refund. Such cases will be handled in accordance with the third point below.

No refunds will be issued after the course has commenced. However, students are entitled to one free rescheduling, subject to arrangement with the centre. Any subsequent rescheduling requests will incur a handling fee of HK$50.

The Blue Card refers to the Security Personnel Permit issued by the Hong Kong Police Force. If you wish to work as a security guard in Hong Kong, the Blue Card is your entry ticket. Refer to: Hong Kong Police Force Online Licensing Service.

Student Notice

Refund Application Guidelines

  1. Full refund requests must be submitted at least 48 hours before the start of the course;
  2. Applicants who fail the entrance written examination will be required to withdraw on the spot and will receive a full refund;
  3. The Center shall not be held liable for any losses incurred due to registrations and payments made without confirmed class dates, nor shall refunds be issued;
  4. Applications submitted less than 48 hours before the course begins will incur a 30% administrative fee of the amount already paid;
  5. No refunds will be granted for any reason after the course begins;
  6. Students who are absent without a valid reason will not receive a refund. Those arriving more than one hour late will be disqualified from the exam and will not receive a refund.;
  7. All refunds must be processed in person at our center within 7 days; otherwise, they will be considered forfeited

Rescheduling Application Guidelines

  1. Only one rescheduling request submitted at least 48 hours before the course start date will be accepted and processed. Rescheduling must be arranged with the center for a designated date within 7 days following the original course date. Otherwise, the request will be handled according to the refund policy guidelines.;
  2. Requests to reschedule less than 24 hours before the start of the course will not be accepted. If a participant is unable to attend, they must follow the procedures outlined in Point 4 of the Refund Application Guidelines;
  3. Requests submitted less than 24 hours in advance will only be accepted on a case-by-case basis for medically certified sick leave. Such requests must be coordinated with the center to reschedule to a designated date within 7 days; otherwise, they will be handled according to Point 4 of the Refund Guidelines;
  4. Absences due to illness during class attendance will only be accepted with a doctor’s note on a case-by-case basis. Such absences must be made up on a designated date within 7 days, subject to consultation with the center. Failure to do so will result in processing according to Point 6 of the Refund Guidelines;
  5. No rescheduling requests will be accepted after the course begins. All such requests will be handled in accordance with point 6 of the refund guidelines;
  6. This center does not commit whatsoever regarding reservation or rescheduling requests for unpaid bookings and shall not be held liable for any resulting losses.
